Вот его и не могу я найти... в initSID.sap нет его - пробела.
Через DB13 удалось запустить таки, но хотелось бы понять почему через brtools вылетает эта ошибка?

А у вас нигде не выставлена переменная SAPREORG в windows ? Вы под кем запускаете Brtools ?
